The City of Richmond’s 2022- 23 Grade 5 Risk Assessment Analysis (RAA) Line Replacement Project represents a critical infrastructure undertaking where approximately 6,500 feet of aging, obstructed sewer pipelines, primarily composed of vitrified clay pipe (VCP), were scheduled for replacement at 26 locations throughout the City of Richmond. The Project was awarded to Darcy and Harty Contractors, with Harris & Associates as the design engineers in May of 2023, and the Project was substantially completed in October of 2023. With careful planning and a commitment to innovation, the City of Richmond and its system operator, Veolia, used a best value construction delivery approach – design-build, to deliver the project in a cost effective manner within a relatively expedited installation window, while still retaining the competitive procurement philosophy. Aggressive timeline for completion has been accomplished, with award and substantial completion of construction completed within a span of five (5 months). The primary installation method has been trenchless pipe bursting technology, with high-density polyethylene (HDPE) pipes. This innovative approach minimizes disruption to the community, reduces project duration, and mitigates inconvenience while improving pipeline capacity and resilience.
