The Santa Clara Valley Water District (Valley Water) is soliciting qualifications and proposals from Design-Build Entities (DBEs) to design, construct, test, commission, and obtain governmental approvals for the Coyote Pumping Plant ASDs Replacement Project (Project). It is Valley Water’s intent to award a single contract to a selected DBE to deliver the Project.
Notice is hereby given that Valley Water is issuing Request for Qualifications (RFQ) to solicit Statements of Qualifications (SOQs) from DBEs (together with team members specified herein) in order to evaluate and short-list up to the three most highly qualified DBEs. Only short-listed DBEs will be issued a Request for Proposals (RFP). Following receipt of Proposals, Valley Water will select the Proposal that Valley Water determines to provide the best value, based on factors that will be set forth in the RFP, which will include both non-price and price factors.
Valley Waters is utilizing PlanetBids as the main public site for procurement. The RFQ documents specifying the requirements of the work to be performed, the terms of the agreement between Valley Water and the successful Proposer(s), and the details of the RFP procedure can be found at Santa Clara Valley Water District Public Site for Bids, PlanetBids (PB) Vendor Portal at https://pbsystem.planetbids.com/portal/48397/portal-home.
Prospective DBEs must first register as a vendor at the PB Vendor Portal indicated above. By registering, the vendor will automatically receive notifications of upcoming Valley Water’s bidding and consulting opportunities. Once registered, DBE can download the documents. There is no charge for downloading these documents.
It is highly recommended that prospective Bidders acquire the RFQ documents directly through the PB Vendor Portal in order to participate in the RFQ process on this project and be assured that their SOQ submittal includes all addenda. All addenda and responses to inquiries must be acknowledged online before selecting “Place SOQ submittal” to start the electronic submission process. PB will direct the prospective DBE Participants to the addenda tab if at least one acknowledgement is missing prior to entering the submission area. SOQ submittal that do not acknowledge receipt of addenda and responses to inquiries may be considered nonresponsive.

Valley Water will notify each DBE that submits a SOQ whether or not they have been short listed to submit a proposal for the Project. A list of DBEs determined prequalified and short listed will be posted to the PB Vendor Portal.
